Abstract: Examined prospective Tanzanian teachers' reasons for choosing teaching as a career, perceptions of the job, and future aspirations. Data from student surveys indicated that few respondents considered teaching their chosen career. However, although many of the respondents initially regarded teaching as a last resort, low-status, low-paying job, the majority intended to become classroom teachers. (SM)

Abstract: This report describes the DeWitt Wallace-Reader's Digest Fund's Pathways to Teaching Careers Program, which is designed to help increase and diversify the supply of well-trained public school teachers willing to work in low-income schools. Program design drew on findings of leading educational researchers that made a strong case for investing in programs to recruit and prepare nontraditional candidates to become teachers. This included men and women already serving as classroom aides, substitute teachers, or emergency certified teachers in the very schools having staffing problems. The project formed partnerships with schools of education at colleges and universities, mostly in New York City, to begin recruiting nontraditional teachers. In subsequent years, the program was expanded to other regions, and components were added to target paraprofessionals and returned Peace Corps volunteers. Currently, 42 colleges and universities nationwide participate, each using grant money to provide scholarships and other support services to nontraditional teacher candidates. Pathways is also fostering changes in schools of education designed to accommodate the needs of Pathways scholars and to draw on their strengths (e.g., allowing them a longer period to complete their studies and adding courses tailored to their work experience, knowledge, and skills). The impact of the Pathways program is being evaluated. Preliminary findings are positive. (SM)

Abstract: This issue brief presents an overview of the teacher shortage problem nationwide, examining incentive programs that states have developed in response. It details the serious shortcomings that can be found in these approaches, examining state-level data collected from all 50 states and the District of Columbia based on a survey administered to the heads of teacher licensing in each state department of education or licensing board. Respondents were surveyed by mail during the summer of 2001, with follow-up telephone calls during the summer and fall of 2001. Information gathered in the survey was based on the 2000-01 school year and was state-reported only. Results showed a consistent disconnect between the shortage areas states identified and the incentive programs they adopted. For example, 35 states reported shortages of special educators, yet only 4 had problems aimed at steering teachers toward special education. Few states were gathering reliable data on how many people the programs were recruiting and exactly where the recruits ended up. Key recommendations to enhance states' ability to identify and address shortfalls in the teacher workforce are included. (Contains 23 references.) (SM)

Abstract: This paper describes a teacher recruitment project that involved a 90-minute reception on a high school campus designed to help students learn more about what it is like to be a family and consumer sciences (FCS) educator. Planning the reception involved obtaining funding, inviting students, creating a multimedia presentation, selecting teachers to speak, and preparing the physical facility. The multimedia presentation included photographs of students actively engaged in FCS classrooms, which were organized to show a six-period teacher's day. The title was "Family and Consumer Sciences Education: Teaching Students to Build Better Homes and Stronger Families One Class at a Time." This was followed by the caption, "Family and Consumer Sciences Teacher. This Could be You!" Four FCS teachers spoke at the reception, addressing why it was satisfying to teach FCS and why the subject matter is needed in today's world. To determine the career plans of seniors who attended the reception, researchers collected data from teachers on about 150 students at the end of the school year. About two-fifths intended to major in related disciplines, FCS specialty areas, and related occupations; one-fifth planned to major in other areas; and one-eighth planned to major in FCS education. Abstract: This is a project brief on the American Association of Community Colleges (AACC) Teaching Scholar Partnerships (TSP) project, which is designed to reduce the shortage of qualified science and math educators in elementary, middle, and secondary schools. The Council of Independent Colleges (CIC) and the National Science Foundation (NSF) also supports the project. The TSP project held a national grant competition and selected 10 community colleges and 18 four-year colleges and universities in diverse areas of 17 states to participate in a pilot study. The colleges received 2-year implementation grants of $30,000. The colleges utilized this funding to help promote the following TSP objectives: (1) enriching and strengthening the learning experience of K-12 math and science students; (2) encouraging undergraduate science, engineering, math, and computer technology students to consider K-12 math and science instruction as a career option; and (3) generating national attention on the vital and necessary contributions of K-16 partnerships. Abstract: This final report describes activities and achievements of a 3-year project using a public school and university partnership structure to jointly recruit, select, train, certify, and retain special educators in a high poverty rural service region of Northeastern California. Emphasis was on improvement of educational services for pupils with high incidence disabilities and their families by addressing the critical need for both quantity and quality of personnel through an innovative "on-the-job" preservice training program. Abstract: This report examines the 2000 teacher labor market in each Australian state and territory, projects demand and supply for teachers to 2003 (and up to 2010), and considers issues likely to impact the balance between demand and supply. Information comes from state and territory education authorities and other sources. During the 1990s, Australia's teaching workforce increased by about 11 percent. Recruitment difficulties were experienced during 2000 in several disciplines (particularly mathematics and science) and in rural and remote regions. State and territory governments use various initiatives to address recruitment difficulties. Initiatives are intended to attract more well-qualified young people into teaching through financial and other incentives. Graduates are the largest single source of new recruits to public schools. Recruitment needs in government and non-government schools will be approximately 12,000-13,000 from 2000-2003 (mainly replacement demand). Three key issues that will likely have a significant impact on the teacher labor market between 2005 and 2010 are student enrollment trends, aging of the teacher workforce, and the outlook for science and mathematics teachers. Areas for improvement include more comprehensive information on teachers in the teaching pool and more reliable data on inflows and outflows from teaching. (Contains 23 bibliographic references.) Abstract: This digest examines the qualities that make paraeducators good candidates for teaching, particularly in diverse, urban schools. It discusses the critical aspects of programs that prepare paraeducators as classroom teachers. Paraeducators and other education support personnel (ESP) already have classroom experience, are more likely to live in the community where they work, often have significant experience working in public schools, and are often minority group members. When trained as teachers, they tend to stay in the classroom longer and achieve at higher levels than teachers from traditional teacher preparation programs. Barriers that paraeducators and other ESP face in achieving teacher certification include financial constraints, family considerations, time limitations, and institutional barriers. Key components of effective paraeducator-to-teacher programs include: strong collaboration between a local school district that employs paraeducators and a nearby university; a recruitment and selection process that gives an active role to partnering school districts; admissions criteria that blend traditional and nontraditional measures; teacher preparation curriculum that fits the needs of program participants; comprehensive academic and social support for participants; and tuition and other financial assistance. Abstract: The Pathways to Teaching Careers Program was evaluated over the course of 6 years. The program worked with colleges and universities to develop effective strategies for recruiting and preparing teachers to complete all requirements for teacher certification leading to full-time jobs. Partnerships between the universities and local school districts ensured that the new teachers were being prepared for assignments that the schools really needed. In turn, the districts agreed to help place graduates in high-need schools. This evaluation of Pathways surveyed participants, program staff, teaching supervisors, and principals to examine whether it met its recruitment goals, retained participants in the program through certification, graduated good teachers, and helped retain teachers. Results indicated that Pathways surpassed its numeric recruitment goals, showing that a significant pool of qualified non-traditional candidates exists. The completion rate for Pathways participants was higher than the national rate for students in traditional preservice programs. Pathways graduates taught in the targeted school districts or schools at very high rates. Graduates were perceived by their supervisors, principals, and an independent assessor to be more effective as teachers than typical beginning teachers. Pathways graduates were more likely to remain in teaching for at least 3 years than typical beginning teachers. (Contains 14 references.) (SM)

Abstract: There is much discussion of the shortage of qualified teachers and the need for teacher recruitment, but punishment strategies legislated in many states to motivate teachers to do the extraordinary are also publicized. There are positive approaches that can be used to motivate teachers, including improving facilities and classroom conditions, increasing funding, improving human relations programs, and providing recognition for teachers. It might be productive to compare the medical and legal professions to that of teaching in terms of status and accountability. The recruitment of teachers from universities is an essential first step in addressing the teacher shortage. Appropriate and considerate hiring practices should encourage interest on the part of qualified candidates, and applicants should present themselves as qualified and competent when they are interviewed. The results of teacher tests must be regarded with caution; scoring well on a test is not the same thing as teaching students. In addition, tests may have flaws that hide the abilities of good candidates. Many schools have, or should have, recruitment programs in which prospective teachers actually teach in the school as they are considered for employment. (SLD)

Abstract: This report critically analyzes research on teacher preparation, licensure, and recruitment, questioning the effectiveness of today's teacher education, showing how existing approaches to identifying qualified teachers are lax, and suggesting that district authorities do not always discriminate well between qualified and unqualified teacher candidates. It urges local districts to move beyond standard certification in selecting teachers and consider teacher attributes that have been linked to increased student achievement. It concludes that alternative routes to certification provide viable options for expanding the pool of teacher applicants without sacrificing quality. It suggests that states should collaborate to develop reciprocity plans that would allow experienced, certified teachers to continue teaching upon moving to another state without having to become re-certified. The report encourages states to reconsider current policies governing teacher certification and several ideas that have entered the current debate on teacher quality. For example, it voices skepticism concerning the utility of licensure exams as currently configured and reported and suggests that policymakers should consider alternatives, such as integrating pedagogical courses that have been proven effective within the traditional four-year college program. Recommendations for making the most effective recruitment and staffing decisions at the school district level are provided. (Contains 51 references.) (SM)

Abstract: The California Governor's Teaching Fellowship is a multi-year, statewide initiative designed to recruit more teachers into the profession. It offers competitive, merit-based awards to encourage highly qualified prospective teachers to work in low-performing schools for 4 years after attaining teaching credentials. Administered by California State University, the fellowships provide $20,000 to help pay education and living expenses during enrollment in continuous, full-time, post-baccalaureate teacher education. The impetus for this initiative is rooted in research which consistently shows that teacher quality has more of an impact on student achievement than any other single factor. California data show that schools serving the neediest students are likely to have substantial proportions of underqualified staff. As the student population becomes increasingly diverse, teachers must learn how to effectively serve student needs (through new models of induction and ongoing professional development). In an atmosphere of heightened accountability, there is tension between the public's legitimate need to know and the school's legitimate need to explore its own performance. Data from the first 18 months of the initiative validate its merits. Many of the first group of 250 students have completed their credential programs and are now teaching in low-performing California schools. (SM)

Abstract: Montana is experiencing three types of teacher shortages, each requiring different intervention strategies. These situations include shortages in specific subject areas, most notably in music, special education, and foreign languages, followed closely by guidance and library; many job openings, caused by rapid enrollment growth, a large number of retirements, or a high turnover rate; and inability to attract and retain teachers, which is especially serious in inner cities and remote locations. Strategies for specific subject areas include officially recognizing these shortages at the state level, expanding internship programs that train certified staff to switch to shortage areas, increasing the number of teachers being trained in shortage areas, and supporting collaborative efforts among districts. Strategies to address excess job openings include marketing the qualities that make Montana a great place to teach and live, designating an official statewide teacher job-listing center, designing transition programs for people with degrees outside of education, establishing portable salaries and benefits, and tailoring incentives to attract applicants. Teacher recruitment and retention could be improved by committing at the state level to provide adequate salaries, improving the retirement structure, providing a loan repayment assistance program, and designating regional centers for teacher support and services. Appendices present a summary of the American Association for Employment in Education's supply and demand survey, a summary of the Montana Office of Public Instruction's report on 1999-2000 shortages, and data on enrollment and certified staff by school district. Abstract: This report discusses findings on the shortage of qualified teachers for students with disabilities. Data from the 1990-91 Schools and Staffing Survey and the 1992 Teacher Followup Survey of the National Center for Education Statistics, along with annual data reported by the Office of Special Education Programs and other data collected by the National Center for Education Statistics, were analyzed to reveal the reasons underlying the demand for hiring more teachers in special education at the national level. Results indicate that the number of teaching positions in special education increased steadily during a recent 9-year period and that positions for special education teachers grew at a higher rate than positions for general education teachers. The annual demand for newly hired teachers in special education in 1990-91 was 14 percent of the total teaching positions in this field, a figure that was almost twice the percentage of openings for newly hired teachers in general education. There is also an annual shortage of about 28,000 fully certified teachers needed to replace employed special education teachers who are not fully certified in their main teaching assignment. The report concludes there are more opportunities for teaching positions in special education than in general education. (CR)

Abstract: Although the problem varies across the United States, overall there is a shortage of rural teachers, especially in the subject areas of math, science, and special education. Recruiting teachers for rural settings requires targeting persons with rural backgrounds, attacking the negative stereotypes surrounding rural schools, and stressing the benefits of teaching in rural schools. Institutions of higher education could help recruit teachers for rural areas by encouraging students to visit rural districts, posting job openings, selling the positive aspects of rural teaching, inviting rural educators to be guest lecturers, providing rural internships, increasing interaction with rural personnel directors, preparing for teaching in multiple subject areas, sponsoring recruiting fairs, offering masters degree programs through summer school, and preparing teachers to direct extracurricular activities. Retaining rural teachers requires the coordinated effort of the school and the community. The community can recognize new teachers' accomplishments and invite them to local activities. The school can ease the transition of new teachers by assigning mentors, providing administrative contact and support, providing frequent inservice programs, providing release time for inservice and professional development activities, streamlining paperwork, offering orientation programs, locating adequate housing, providing merit increases for exceptional performance, and establishing the support of the school board. Abstract: This handbook is a guide to the design of new teacher recruitment programs. It is intended to help new programs make the best possible start in duplicating the success of the Pathways program, which seeks to recruit from three nontraditional pools: paraprofessionals, uncertified teachers, and returned Peace Corps volunteers. Pathways involves: partnerships between teacher education programs and school districts; nontraditional and traditional criteria for selecting participants; a rigorous, innovative teacher education curriculum tailored to the needs of nontraditional participants; and varied supports for participants while they pursue college degrees and teaching certificates. This handbook is targeted to people who are already involved in crafting local solutions to the teacher shortage, especially in urban and rural schools, and in devising recruitment strategies aimed at minority teachers. It begins with a review of requirements for building essential, ongoing partnerships between teacher education institutions and school districts. It further discusses how to recruit and select promising candidates from nontraditional backgrounds. The next sections describe innovative elements in the teacher education curriculum and examine the types of supports that nontraditional program participants need. The final section focuses on costs and budgeting, offering guidance for establishing and supporting a well-administered Pathways operation. (SM)
