Abstract: The intent of charter schools is to become autonomous entities, free from the laws constraining public schools but accountable for student outcomes. This article describes the development of two very different charter schools in the Jefferson County (Colorado) School District. Abstract: In 1998, the San Francisco Board of Education granted a charter to Edison Schools, Inc., to manage the Edison Charter Academy. In 2001, it commenced a formal investigation of complaints that Edison had materially violated its charter and notified the school of its intent to revoke the charter. This briefing traces the events from the commencement of the investigation to the development of a parent advocacy group. It discusses a possible role for the state in addressing the situation and describes the growing divide between liberal education reactionaries and the minorities they purportedly represent. The major charges included material violations in matters concerning teacher turnover, charter governance, bilingual education, academic achievement, and counseling out of African American, low-income, and special education students. The investigation found that from 1999-2000 the school's academic achievement scores rose at a greater rate than nearly all of the district's 73 elementary schools; African American and Hispanic students improved their scores by 25 percent and 15 percent, respectively; most parents and teachers signed a petition supporting the charter; the shift in minority student populations followed a uniform district-wide trend; and the board could not provide names of African American parents who were counseled out. Abstract: The Okaloosa-Walton Community College (OWCC) proposes a Charter High School that will allow college-level study for serious high school students. The combined high school and college educational programs will enable students to complete a high school diploma and an associate degree simultaneously in either academic transfer or technical education options. The program will apply varied instructional delivery and learning styles, a technology-across-the-curriculum approach, and incorporation of an integrated academic seminar series at each grade level. The four educational principles on which the school is based are: (1) students should develop the capacity to think critically, solve problems, and communicate effectively through a mastery of academic courses with emphasis on language and mathematics; (2) students should learn about themselves, their heritage, and the interdependent world through academic courses; (3) students should prepare for further education and work through elective academic and technical courses; and (4) students should learn to fulfill their civic obligations through school and community service. The school will offer 120 high school classes, 34 associate degree options, and will meet the transfer prerequisites of over 200 bachelors degree programs. The report contains 16 attachments, including organizational structure and job descriptions, a 3-year budget, and high school credit course offerings. (NB)

Abstract: Many Canadian provinces are looking to Alberta for guidance about charter schools. This case study examines the closure of one charter school to identify the obstacles other schools may face. This study uses critical policy analysis and the "politics of interpretation" to examine the political context of educational policy issues. While linear models of policy analysis fail to allow for feedback, the approach used here includes a consideration of implicit and explicit rules and values, the interests of diverse groups, and the assumptions embodied in contrasting educational paradigms. Alberta's political climate, coupled with budget austerity during hard economic times, created pressures for reform driven by key stakeholders from the Ministry of Education and the community. There were no organized parental groups participating in the push toward charter schools, and legislation enabling pilot programs was advanced before substantial opposition emerged. A lack of clear regulations and changing government pronouncements complicated the efforts of early applicants. Factors that led to the demise of one of Alberta's first charter schools include confusion regarding the stated purpose of the charter mandate, a lack of training for charter board members, poor external monitoring, and an absence of fiscal accountability. The closure of this school shows how confusion stemming from Alberta's political context, a lack of clear regulations, and inadequate financial assistance contribute to the instability of the charter-school movement in Canada. Abstract: An ethnographic study reports on the practices of a sixth grade American Indian teacher at an urban charter middle school for American Indians. The study used classroom observations, interviews, and informal conversations over a 3-week period to determine and understand the personal and institutional influences on her instructional practices. The teacher used a teacher-centered style of instruction. She placed herself at the front of the classroom, used a textbook, and engaged the children in a pattern of initiate-respond-evaluate. This reflects the way she was taught in early and postsecondary schooling; the in-service training she received at the school; and the structure of the school itself, which is unaltered from the traditional secondary school. Despite the teacher-centered methods, her students had much autonomy due to her efforts to establish trust and responsibility. Charter schools provide the opportunity for American Indians to take control of their children's education and create schools outside government bureaucracy. However, this study indicates that simply providing community control and incorporating Indian content in a charter school does not ensure innovation. Educators must change not only what is taught, but also how and where it is taught and the school structure itself. Since many states require certification of charter school teachers, teacher education programs should enable teachers to recognize, teach, and respect different ways of knowing and learning. Abstract: This report describes the genesis of the Princeton Charter School. It discusses how a group of parents who wanted challenging standards and clearly stated expectations for their children attempted to reform their schools. These parents became locked in disagreement with those who believed that the new standards would not suit all children, especially some of those in minority groups. After trying to change the schools by serving on the school board and by trying to persuade educators, the reform-minded parents opted to start a charter school. The paper details the aspects of public education in Princeton that some parents found so objectionable, such as the lack of a sequential and systematic curriculum; the variance in children's learning experiences; and the absence of a challenging math program. It also outlines the efforts to change the schools by electing reformers to the school board and by hiring a like-minded superintendent, actions that met with resistance from teachers and the education union. The paper describes the reform-minded parents' decision to start their own school. It summarizes the new school's philosophy and the opposition that developed against the school. It concludes with an overview of how the Princeton Charter School is currently functioning. (RJM)

Abstract: This report describes and evaluates the Raven School, a charter school established in 1998 to serve adjudicated youths ages 16 to 18. The school is administered by the Gulf Coast Trades Center, a private nonprofit organization located in the Sam Houston National Forest in rural Texas. In addition to academics and GED preparation, other program components include life skills, employability skills, and vocational training programs. During the last 6 weeks of their program, students are encouraged to participate in work experience programs with local and area nonprofit organizations. Other services include recreational activities, health services, substance abuse counseling and education, and job placement services. The second half of the report evaluates partnerships of cooperation, coordination, and collaboration between the school and state and local agencies. Interviews with staff, volunteers, job site supervisors, and students indicate the importance of these partnerships in contributing to the success of the school. As a result of these partnerships, the school is provided with valuable resources or funding in exchange for volunteer services from students. Additional data from student exit interviews, recidivism rates, and percentage of students passing the GED substantiate conclusions drawn from the interviews. Appendices include an overview of the history of the Gulf Coast Trades Center, interview questions, and the student exit interview. (LP)

Abstract: An inventory of business-linked charter schools operating in the United States was developed. The data collection methods used to develop the inventory were as follows: soliciting nominations from key contacts in each state having charter school legislation; comparing the nominations with lists of charter schools from selected state education department Web sites; identifying additional schools through personal contacts at a 1997 national charter schools conference; and searching the school profile database. A total of 77 business-linked charter schools were identified, and profiling of each school was initiated. To date, 59 summary profiles have been developed. The inventory established the existence of four broad types of career orientation at various business-linked charter schools: career preparation; career focus; career informed; and noncareer partnership. Six recurring themes identified during the inventory were explored in depth: (1) stages of school development and their implications for cross-fertilization; (2) adapting to the environment; (3) career path identification and choice; (4) customized design options; (5) variability of organizational structures; and (6) impact of state legislation on business-linked charter schools. Abstract: This document presents the most current and complete information about charter schools in Wisconsin. It describes the purpose of charter schools in the state and how they are constructed to achieve their goals. It discusses charter-school history, sponsorship, legal status, what charter schools can and cannot do, organization and governance, teaching requirements, funding, and accountability. The publication examines all 34 charter schools in Wisconsin. Each profile features the name and address of the school, the school district, and the district administrator. Tables of enrollment data are featured for 17 of the schools, all of which opened prior to 1998. The tables compare the charter school to its school district and include information on the 1997-98 student population, grades and total enrollment, and gender and race of students. Tables also provide numbers of students who are at-risk, learning disabled, emotionally disturbed, physically handicapped, and receiving free or reduced-price lunch. Abstract: This report provides descriptive information on charter schools that were in operation during the 1997-98 school year. The report is part of a 4-year research program that will document and analyze the charter-school movement. Data were gathered using phone surveys, repeated field visits to a sample of charter schools and their surrounding districts, student achievement tests administered at a sample of charter schools, the collection of existing student assessments for a sample of charter schools and for other public schools, and other methods. The report opens with an overview of the charter movement, paying particular attention to the differences across charter states in terms of the number of charter schools. The next section summarizes basic characteristics of charter schools compared to other public schools, and includes such data as school size, grade-level configuration, percentages of certificated teachers, and student-to-computer ratios. The third section compares student-demographic features of charter schools to that of other public schools. The last section reviews data on several issues that are central to understanding how charter schools may operate differently from other public schools. Data show that an additional 361 charter schools opened in 1998, raising the total number of charter schools to 1,050, operating in 27 states. (RJM)
